The Ultimate Guide to Egypt’s ACI Bill of Lading System & CargoX Compliance

Customs paperwork and digital freight logistics representing ACI Bill of Lading

In 2021, Egypt took a major digital leap by introducing the Advanced Cargo Information (ACI) system. For any business importing goods into Egypt, obtaining and correctly listing the ACI details on your ACI Bill of Lading is no longer optional—it is a critical prerequisite to prevent your container from being rejected at Egyptian ports and sent back at your expense.

What is the ACI (Advanced Cargo Information) System?

The Advanced Cargo Information (ACI) is a modern customs system designed to simplify and accelerate customs clearance procedures, verify shipper/importer data, and identify high-risk shipments before they leave the loading port.

Managed via Egypt’s single national window for foreign trade, Nafeza, the system mandates that all import documentation must be registered digitally prior to departure. The core of this system is the ACID (Advanced Cargo Information Declaration) number—a unique 19-digit number generated for every individual shipment.

Crucial ACI Directive

The 19-digit ACID number, the Importer’s Egyptian Tax ID, and the Exporter’s Registration Number must be printed clearly on the Bill of Lading, Cargo Manifest, Commercial Invoice, and Packing List. Failure to include these numbers means the vessel lines cannot load the cargo, and any loaded cargo will be denied entry into Egyptian ports.

How the ACI Process Works: Step-by-Step

To ensure a seamless, hassle-free shipment, both the Egyptian importer and the international exporter must fulfill their respective roles in the ACI chain:

1

Nafeza Registration

The Egyptian importer registers on the Nafeza portal (www.nafeza.gov.eg) using their digital signature token.

2

CargoX Verification

The foreign exporter registers and verifies their company profile on the designated blockchain document transfer platform, CargoX.

3

Requesting the ACID Number

Before loading, the importer uploads the proforma invoice on Nafeza to apply for the ACID number. Nafeza issues the ACID number within 48 hours via email to both parties.

4

Printing & Loading

The exporter provides the ACID number to the shipping line, which incorporates it into the ACI Bill of Lading. All commercial documents are stamped with this number.

5

Blockchain Document Transfer

At least 46 hours before the vessel arrives at the Egyptian port, the exporter uploads the draft Bill of Lading, invoice, and certificates via CargoX to transfer them securely to Egypt Customs.

Common Pitfalls & How to Avoid Them

  • !
Typographical Errors: A single wrong digit in the ACID number or Egyptian Importer Tax ID on the Bill of Lading will cause customs rejection, heavy storage/demurrage fines, and shipping delays.
  • !
Late Document Submissions: Uploading files via CargoX less than 48 hours before vessel arrival triggers red-flag compliance delays, blocking immediate container release.
  • !
HS Code Mismatch: The Harmonized System (HS) codes registered on Nafeza must perfectly match the product descriptions listed on your commercial invoice.
